Residential agencies carry significant liability with the nature of the work they perform. Legal complaints and expert witness experience can inform prevention strategies for both small and large agencies. Hiring, HR practices, policy and procedure development, insurance selection, treatment fidelity, public presence, handling complaints and incidents, communication with regulatory agencies, and communications protocols can greatly reduce agency exposure. This workshop will offer a Expert Witness consultant with a 43 year career in residential, and a 10 year experience in expert witness work to share their insights into reducing agency impact of adverse incidents.

Neal has over 43 years of professional experience in residential, private school, and youth services, a career that has included work in Probation, Mental Health, Private Schools, and Residential Treatment Centers. 28+ years as an Executive Director/Administrator in a multifaceted accredited level 14 residential program, certified non-public school, and out-patient Mental Health services for mentally-ill and youth their families. Instructor at Shasta College (13+ years) courses including Community Care Licensing standards for Group Homes facilities. Primary author of the curriculum developed for Shasta College for the Certification program for the “Residential Counselors” and worked with the Junior College Chancellors office to offer an Associate’s degree in the same field at Shasta College. On a national level, served on the Public Policy Committee and the Mental Health Advisory Board of the Child Welfare League of America, served on the Executive Board for the American Association of Children’s Residential Centers (ACRC) and chaired the research committee. Currently serves on the Editorial Board of the “Residential Treatment for Children and Youth Journal” (Routledge, Taylor & Francis Group). Numerous professional publications. 10 years as an expert witness for plaintiff and defense counsel throughout the U.S.
